Both fields are 64 bits under the kernel's 64-bit ABI, whichever architecture. nanoseconds is in [0, 999999999]
for a value the kernel produced; a value the caller builds must normalize it, since a call given more than a
second's worth of nanoseconds reports EINVAL rather than carrying.
Passed by address to every call that reads or fills one.
